This specific procurement notice (SPN) for the change in scope and second extension of time for the bid submission date follows the initial SPN dated 18 Sep. 2019 and the second SPN for the first extension of time dated 20 Oct. 2019 published in the DG Market.
The Government of Iraq (GoI) represented by the Ministry of Construction and Housing, Municipalities and Public Works (MoCHMPW)/ Roads and Bridges Directorate (RBD) has received financing from the World Bank toward the cost of the Transport Corridors Project (TCP) and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of Expressway NO.1 R8/B Basra Junction – Safwan (Remaining works)
The (MoCHMPW)/ (RBD) invites sealed bids from eligible bidders for the remaining rehabilitation works of R8/B; starting at a point approximately (18 ) km south of Basra Junction towards Safwan, from km (523+606) equivalent to Project Sta. 52+000 to km (552+606) equivalent to Project Sta. 81+000, approximate length (29)km and it consists of the Rehabilitation of the existing Expressway , The rehabilitation scope includes but not limited to : Milling of 14 cm, cleaning and repair of underlying cracks and applying binder course of 8 cm thick and polymerized wearing course of 6 cm thick from km (523+606) to km (552+606). Storage of the milled material within the ROW of expressway No .1 between km (523+606) to km (552+606) as directed by the Resident Engineer. different types of Steel guardrail, Traffic Signs, Road Marking (Thermoplastic hot paint), Road Furniture and parking areas, Chain-link (fencing), Maintenance bridges and Interchange (i.e. Expansion joints and bearing pads replacement, milling and overlay, handrail reinstatement, etc…) ,Implementation of the environmental and social monitoring plan (ESMP) as attached to the bidding document, and Implementation of the Resettlement Action Plan (RAP) .

A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon a cash payment of a nonrefundable fee of ID
750,000 or USD 650 . The bidding documents will be available for pickup by a duly authorized bidder’s
representative from the WB Project Center at the address below.
For international delivery, the bidding documents could be sent to the address specified in the written application by DHL courier service for a non-refundable amount of USD 350. For local delivery, the bidding documents could be sent to the address specified in the written application by local courier services for a non-refundable amount of USD150.
Payment by “Western Union” of the purchase fee and delivery cost is acceptable. Information regarding the details of payment by Western Union or any other payment applicable method can be obtained by contacting the (MoCHMPW)/ RBD - World Bank projects center at the email and/or phone number below.
Bid submission date is extended by way of this notice. Bids must be delivered to the address below on or before February ,2, 2020 at 12:00 noon. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in presence of the bidders’ representatives and anyone who choose to attend at the address below on February ,2, 2020 at 12:00 noon.
All bids must be accompanied by a Bid Security of USD 450,000in respect with the bidding documents terms.
